The Pacific Northwest has the most consistent swell on the North American west coast and the harshest conditions in which to use it. Storms in the Gulf of Alaska deliver groundswell to this coast almost continuously through winter, frequently more than any break can handle.
The limiting factor is rarely swell — it is wind and water temperature. Long stretches of the season are unsurfably blown out, and the sessions that do come together often arrive in the brief calm between systems. Cold water is a year-round constant.
When it works
Swell is near-constant from October to April. Late summer and early autumn bring the cleanest, lightest-wind conditions even though the swell is smaller.
